Members of the HR and eLearning network are these days participating in one of the worlds larges HR eLearning research initiatives. More than 1000 network members are invited.
It is the members themself that propose the questions to be used in the research. Examples of questions are:
- How do you measure the effectiveness of an eLearning program?
- Describe eLearning in different cultures
- Do you outsource the eLearning project, or do you develop eLearning inhouse?
- Etc.

I think you can evaluate the effectiveness of an eLearning program by evaluating how it effected the people who were to learn from it i.e. whether or not they learnt something or not.

How are you actually testing the transference and effectiveness of skills to the workplace?
How are you gathering statistics?
